Najaf to be handed over to Iraqis
BAGHDAD - The holy city of Najaf, seat of Iraqs most powerful Shia clerics and scene of an uprising against US troops after Saddam Husseins fall, will be officially handed over to Iraqi control on Wednesday. The province of Najaf is the third of Iraqs 18 provinces to be transferred from the US-led occupying forces to Iraqi security forces. Whether it can remain calm will be a key test for the Iraqi government and for US hopes of handing over the rest of the country and withdrawing. US President George W. Bush is under pressure to withdraw troops amid rising US and Iraqi casualties and growing public dissatisfaction with the war which contributed to his Republican partys defeat at congressional elections last month. Iraqi Prime Minister Nuri al-Maliki, who was due to attend Wednesdays ceremony, has pressed for a speedy handover.

Smoking ban another line in the sand
The ocean rescue superintendent said this week that his lifeguards have other things to do, like pluck gasping people from rip currents. But Bob Taylor said they'd do "whatever the city determines is the best way to go." The bottom line on the butts Considering what the city has decided thus far, Taylor shouldn't hold his breath on rational thinking from this group. Although, really, I've been sitting here making up inane rules - and it is both fun and empowering. I don't think fat people should eat. I don't think addictive people should smoke. I don't think anyone should have a cocktail with dinner. Ever. But I do think small-town politicians worried about cigarette butts on their public beaches should learn how to enforce the littering laws.

Inside the First Amendment: Don't fear freedom
The First Amendment turned 215 years old this week (on Dec. 15). At its birth as it is today, this constitutional guarantee was a breathtakingly beautiful testimony to the value of freedom of conscience and expression. When it was ratified as part of the Bill of Rights in 1791, the First Amendment secured all other freedoms because it provided protection for a nation of citizens to question their government, to foment change, to fight injustice. It encouraged a democratized conversation in which individuals could freely create and criticize, give voice to passion and pain, give substance to their dreams. It invited all Americans to proclaim their power as citizens and their worth as human beings. The promise and wisdom of that compact has been affirmed time and again over the course of two centuries.
